Moreno Valley grew explosively, from a scattering of rural communities to one of the larger cities in the Inland Empire across the 1980s, 1990s and 2000s. That compressed growth means most of the city's sewer laterals are relatively modern, largely plastic and later clay, and material age is not usually what brings us out. Two other things are.
The first is expansive clay. This valley sits on dense clay soils with a high shrink and swell capacity, and the local climate drives them hard: a long rainless summer that desiccates and contracts the soil, then winter storms that saturate it within days. A jointed rigid pipe takes that movement at the joints, and even relatively young clay laterals can start showing separation. On plastic pipe with glued joints the movement tends instead to stress connections and transitions, particularly where the lateral meets the building and where it meets the city main.
The second is grade across graded pads. Rapid tract development on rolling ground meant extensive cutting and filling to create level building platforms, and engineered fill continues consolidating for decades. Where a lateral runs from a house founded on one kind of ground to a street founded on another, the ends settle at different rates and the pipe between dips into a belly. On camera that is immediate: the picture goes underwater partway down the run and stays there.
The supply here is Inland Empire water, which is mineral-rich, so the small stock of older cast iron in the original rural settlements scales quickly, but for most of the city the questions are grade and joint integrity rather than bore loss.

Main Sewer Line Cleaning in Moreno Valley — Local Notes
- •Explosive 1980s to 2000s growth means most laterals are modern plastic and later clay
- •Dense expansive clay with a severe annual shrink-swell cycle stresses joints and connections
- •Rapid tract grading on rolling ground leaves consolidating fill and produces settlement bellies
- •On plastic laterals the stress concentrates at connections, particularly at the building and the main
- •Mineral-rich Inland Empire supply scales the limited older cast iron in the original settlements quickly
