Chula Vista splits cleanly into two cities for sewer purposes, and which side of it you are on changes the diagnosis entirely. The western half is the old town, built on former lemon-grove land from the 1900s through the mid-century, carrying cast iron, early vitrified clay and then mid-century clay with some Orangeburg. The eastern half is the enormous master-planned expansion of the 1980s through the 2000s, including Otay Ranch, where the laterals are modern plastic and nowhere near the end of their material life.
In the west the questions are material condition and age. Cast iron under the oldest properties has built mineral scale on the pipe wall, helped along by the county's mineral-rich imported Colorado River supply, and the presentation is whole-house slow drainage worsening over decades. Clay fails at its bell joints under the annual cycle of long rainless summers and concentrated winter storms, and the mature trees through the older streets supply the roots. Nearer the bayfront the ground is low with a shallow and saline water table, which drives infiltration through opened joints and corrosion in iron.
In the east the pipe is sound and the ground is the variable. Building the eastern communities meant extensive cutting and filling across rolling mesa and canyon terrain to create level pads, and engineered fill continues consolidating for decades after compaction. Where a lateral crosses from cut ground onto fill, the ends settle at different rates and the pipe dips into a belly. On camera that is immediate.
Because the two halves need different approaches, we camera and locate before quoting rather than assuming from the address.
