Cerritos was dairy country before it was a suburb, incorporated as Dairy Valley and only later renamed, and the conversion from pasture to tract housing happened largely across the 1960s and 1970s. That gives the city a fairly uniform population of laterals from a single building era, mostly later vitrified clay with some Orangeburg in the earlier tracts and plastic in the later ones.
The ground is flat, low and part of the broad coastal plain, with groundwater not far down. Flatness has a direct and under-appreciated consequence for sewer lines: the designed fall in a lateral is shallow because there is very little elevation to work with. That means there is almost no margin. A belly caused by the ground settling slightly under the pipe restricts flow here much sooner than the same dip would on a sloping lot, because the line had barely enough fall to start with.
Shallow groundwater adds the second mechanism. A joint that has opened below the water table admits groundwater and fine silt, producing a line that silts up on a cycle rather than blocking outright. Where a household has been clearing the same lateral every year or two without ever having a dramatic backup, infiltration is usually the explanation and there is often one repairable joint behind it.
The original tract landscaping is now fifty or sixty years old, so the trees have root systems capable of finding any joint that has opened, and in this climate there is no dormant season to slow regrowth after a cut.

Main Sewer Line Cleaning in Cerritos — Local Notes
- •Former dairy land converted to tract housing across the 1960s and 1970s, giving a uniform lateral population
- •Flat coastal plain ground means shallow designed fall and almost no margin for lost grade
- •A settlement belly restricts flow far sooner here than the same dip would on a sloping lot
- •Shallow groundwater turns open joints into infiltration points, producing progressive silting
- •Original tract trees are now mature enough to exploit any joint that has opened
